Read/Write error in Build 17

I’m getting an error writing to a non-existent folder here.
The machine is an Athalon running Windows 2000 Pro.

Steps to Reproduce
(1) Start the program, generate a default terrain
(2) Click the PostWork tab
(3) Click Rivers and Lakes
(4) Click Enable Lakes
(5) Error message appears
